Proof that every cause would be taken care of without fed gov programs

Leona Helmsley- the "queen of mean"- is proof that everyone would be taken care of without government programs. Helmsley, the hotel owner and wife of the deceased Barron Helmsley, is best known for being convicted of tax evasion in the 80's.
She died last August of heart failure.
The story of her will has just garnered attention in the media.
Not only did she will $12 million to her own dog, but she requested that the remainder of her estate be put into a trust and used to take care of dogs. The estimated value is between $4 and $8 Billion. It is up in the air at the moment as to whether or not the trustees will follow her intentions to the letter of the law as they were not in her will. Trouble's money has already been reduced to $2 million and other family members have been granted money as well.
Many of my critics say that without federal government money, not every cause would be attended to. Helmsley's intentions are proof to me that every cause would get taken care of.
If someone can leave $6 Billion or so to dogs, anything can happen.
What is really interesting about her story lies beyond just the dogs. That infamous "queen of mean" donated plenty of money outside of this one instance. Some examples: $10 million to a new hospital in Greenich, $33 million to a new hospital wing in Manhattan, $5 million to firefighter families after 9/11, $25 million for medical research, $5 million to Katrina relief.
I've seen some comment that her money could have gone to better causes than dogs. It did in her life, but you rarely hear about that in the news. This is the type of philanthropy that goes on the USA to the tune of $260 billion a year in charitable giving.
